A/N: While Tim and Dick are away at the circus, crime breaks out in two cities at once. Is it just a coincidence or is it the work of one man? And a new drug has entered the city. Euphoria. What is it? Where did it come from? And who's creating it? Meanwhile Tanner is discovering some things about his own past.

Part 5: Back to the Drawing Board

Robin returned to Gotham as quickly as possible and confronted Red Hood.

"That stupid tracking device of yours fell off!" Robin yelled. "Now, we have no way of knowing which direction they went, or where they're headquarters is located. We don't even know how they're getting their information about the shipments of industrial diamonds! I hate to say it, but I wish Drake was here!"

"Hey, that's a low blow, little brother," Red Hood comments.

"We're back to the drawing board!"

"This is going to be harder than it looks."

"Why don't you go ask one of your snitches? Robin's voice came off sarcastic. "What do you think they'll say? Oh, I know, they won't know a thing!"

"Enough," Batman said as he came into the cave via the zeta tube. "I asked you two to investigate. I don't need your bickering. Now, report."

"Hood had the bright idea that he would let one of the perp go, along with the diamonds," Robin stated.

"I thought if we could follow the guy that he might lead us to his boss," Red Hood included.

"Only his stupid tracking device fell off!"

"It was a great plan. It's not like I planned for the device to fall off!" Hood countered.

"I said that's enough bickering," Batman growled. "It is obvious this is a well, organized group. Industrial diamonds cannot be fenced, they aren't worth that much. They are used for a variety of tools. We have to assume someone must be creating a specific tool . . . "

Batman didn't get to finish his lecture when the Justice League communications alarm alerted the dark knight that someone was contacting him, Batman went over to the computer and answered that particular frequency. Oliver Queen's face appeared on the screen.

"Oliver, what can I do for you," Batman asked.

"I don't usually ask for assistance," Oliver started out. "We've been hit three times and we haven't been able to make any headway."

"Explain."

"Our diamond district has been robbed three times now."

"Industrial diamonds?" Batman asked.

"How did you know?" Oliver asked his own question.

"We've been hit twice ourselves," Batman explained.

"Maybe we should pool our resources.

"Um, Batman," Red Hood interrupted.

"What is it, Red Hood?"

"One of the thieves asked me if I wanted to join him. It's as if he heard of me and knew of me from somewhere."

"Did you recognize him?"

"Not at first," Red Hood stated. "I think he might have been at Ma Gunn's school."

"You shut that place down years ago."

"I know, but that doesn't mean whoever was involved with the school some of the kids, couldn't have been picked up by someone elsewhere. I know a lot of them had gone to the detention center, but where they went from there, it's anyone's guess. I mean it has been years."

"I should have kept an eye on those kids," Batman stated.

"I can't be certain if he's the same guy," Red Hood stated. "He recognized me as the Red Hood, not in my other identity. He might have recognized my voice."

"Hmm," Batman took a moment to think.

"Wait, I know," Red Hood suddenly exclaimed. "It just dawned on me. Now I remember, and I think I know where to find him, and the people who have been stealing industrial diamonds, and even why."
